Government prepares first wave of deregulation economic activity
The Government is preparing the first wave of deregulation of economic activities and intends to take action against those structures which "drink blood" with the Ukrainian business. On November, 8 during a meeting on the deregulation of economic activities and improving the business climate, said Prime Minister Vladimir Groisman.
Opening the meeting, Vladimir Groisman said that the deregulation of the real need to eliminate those things that hinder the development of business and the national economy.
"We need to take a number of decisions by which business really feel that the situation is changing and there is a certain understanding from the part of the authorities, as it is today to live in the real sector", - said Chairman of the Government.
"I'm not going to suffer these interventions, this is unacceptable. There are more questions to the representatives of the State Service of Ukraine on geodesy, cartography and cadastre, builders (representatives of the State Architectural and Construction Inspection of Ukraine) " , - said Vladimir Groisman. He noted that in the areas of construction and land relations, "there are many things that hinder the development of relevant industries."
The Prime Minister reminded that Ukraine has set up an office to attract and support investments that collects information on conducting business across the country. "We will gather and systematize all the information about the power companies, who drank blood out there, and the builders who were drank blood, and representatives of the State Service of Ukraine on geodesy, cartography and cadastre ", - said Vladimir Groisman.
"They are holding back economic growth. If they constrain economic growth, we are bound hand and foot, we can not improve the quality of people’s life. He just seems like he takes a thousand dollars bribes, no -.. he destroys our state. Your task is to take all bases to ensure that this does not happen "- said Prime Minister, referring to the heads of the relevant agencies on the need to eradicate abuses.
The meeting discussed the priorities for deregulation of economic activities. Among them: the acceptance by the licensing conditions (financial services, transportation, telecommunications, pharmaceuticals, fire-fighting purposes, lotteries, industrial catch biological resources, special hardware), purification of the regulatory field of illegal and irrelevant acts of deregulation in the IT sector, reducing the list of goods dual-use, abolition of minimum prices for notarial services, the liberalization of inter-regional bus transportation, the rules of development of oil and gas fields, improvement of regulations on the issuance of special water use permits, as well as electronic timber accounting system and the lifting of the ban on the mixing of grain of different varieties.
Representing the solution in the direction of deregulation proposed by the Prime Minister, Deputy Minister of Economic Development and Trade Maxim Nefedov said that they have been selected in particular, based on the ranking of Doing Business, the anti-corruption activities and conditions of the Memorandum of Ukraine's cooperation with the International Monetary Fund and European macro help.
During the meeting, the Prime Minister suggested to consider the issue of deregulation at Government meetings once a month, to "encourage all absolutely live to answer questions.
The meeting was attended by members of the Cabinet, the leadership of the State Architectural and Construction Inspectorate of Ukraine, the State Service of Ukraine on Geodesy Cartography and Cadastre, the State Regulatory Service of Ukraine, the National Commission, carrying out state regulation in the areas of energy and utility services (NKREKU), attracting the office and investment support, as well as representatives Natkomfinuslug, support effective management and strategic advisory group support reforms in Ukraine (SAGSUR).
